Cena's already a heel to half the audience, anyway, why change anything and ruin their good press with the Make-A-Wish stuff?
I know he'd be interesting with character tweaks, but I doubt I'm going to start liking him right away with a heel turn, anyway.
Cena with a turn makes a lot of sense for storytelling purposes, but so long as "Hustle, Loyalty, and Respect" draws money it'll never make business sense to turn him. Especially when they don't have any viable competition like they did in the Attitude Era.
Turning Hogan made sense for WCW primarily because of the shock value that drew attention away from the WWE. Who is Vince going to draw attention away from by turning Cena? TNA? He already has the market's attention, so the T-Shirt sales are what matter most.
Sting seems like a nice idea in theory, but do you really think Vince is going to let Taker end the streak to the biggest wrestling legend to have yet step foot in one of his rings?

I don't think they were. The nWo is what got them over and turning Hogan was the culmination of that.
I mean, the Outsiders coming in and hinting at "the third man" was beginning to draw attention, but Hogan being that third man pushed it over the top.
And even if it was already there I doubt they maintain it as long as they did if the payoff wasn't that big.
