I believe voting is done right after the regular season, but I have no basis so I won't get involved.
Funny thing about the innings. I actually did something about that on another board. I added innings to starts (one to each one then another one to about six to equal Carp at the time) and then used a slightly higher ERA rate randomly to starts. He gained about 4-5 wins (only 1-2 assured and a few potential, meaning that if he pitched the innings, it may have been played differently and a different result may have occured) and 1 loss. So the innings would have affected (in this arbitrary experiment) his W-L record, but not to Carp's level.
