There's no perfect alignment. Even using GM ability as a factor (which honestly I would), all the divisions are pretty good and have at least 3 active/quality GMs. In the case of the AL east and NL west, there's four. The NL east is probably the most shallow simply because UCF is new to us and LJ just returned to sim leagues. But both have shown good work already.

Oh, and I'd like to take this moment to be an ass cause I love being one and also to boost hammer's ego. Back in 2013, I swapped outfielders with Philly. One GM claimed I was getting a poor prospect along with the outfielder I acquired. Hammer, meanwhile, liked that prospect and stated as much that he could be good with a boost. That prospect became my lead off man this season. Good call hammer. Bad call other GM. Viva La Moyer!
