You clearly aren't getting what I'm saying or I'm not saying it right. The computer will only show ratings 1-10. But you can have ratings beyond that up to 20. The computer will still only show this as 10. 11=10. 12=10 and so on. But they will still play better than the 10 you see because it really is 20. Oh, and a friend of mine did a test on fences, given it was back with v5, the fence doesn't matter unless the actual stadium ratings are changed. The players will just hit 800 foot homeruns over 600 foot high fences. I don't know if this was ever changed in v6, but I know it never did anything back then.

If you set it to go to 20 it will.. when asked at the beginnig of the league... people said they wanted 1-10... I am sure they were not thinking "I want to see 1-10, but I want to really have it an unseen 1-20"
It does not happen in all leagues unless you let it happen in all leagues... I went over in edit mode in my PC league here, and not a single person is rated over what I set the ratings limit to be

My mistake on mine... on my 100 ratings system... I have 5 players with ratings over 100.... the highest being 108 in power.... an 8% difference from the norm or max.... big difference from a 100% difference from the max, which 20 is.....
You know a 100% difference from the "max" rating is bullshit
