It's all about the cap. Iverson is an FA after this year, Billlups has 3 more yrs on his contract. They want Lebron, Wade, Bosh, or someone from that FA Class in 2010.

There's about a 0.01% chance that LeBron stays in Cleveland. He'll want either the money/spotlight with LA/NY as the likely destinations, or the championship contender. About the only person who thinks that LeBron stays in Cleveland is Dan Gilbert.

And there's also the money aspect. Not just contract, but sponsors and endorsements. From what is reported, his contract with Nike and other sponsors has escalator clauses which increase substantially in value if he plays in a major market such as NY, LA or Chicago.
He can do the same for Boston or Chicago, so what makes New York so special besides Madison Square Garden, which isn't even all that special anymore.
