Yes, if you make it to the finals three years in a row only to lose to the greatest clay court player ever. Federer might be the third or fourth greatest clay court player in history for all we know.
And it's not like he never wins on clay either. He has a plethora of excellent clay court results including 4 Hamburg titles and three finals in a row in Monte Carlo (again, 3 losses to Nadal).
Which begs the question: Why doesn't Nadal win on hard and grass surfaces?
We're talking about whether Federer is the greatest despite his shortcomings on clay, not whether Nadal is the greatest despite his shortcomings on surfaces other than clay (because he's not). Strictly speaking, Nadal is elite on clay and merely above average everywhere else.
Although it's not like Nadal is sliced bread either, seeing that he has made the Wimbledon finals these last two years and should have won it last year if Federer didn't have a horseshoe up his ass.
