Okay, the opera scene where Palpy tells Anikin the story of Darth Plageis the Wise... He mentions that he could influence the Midichlorians to create life. He then taught his apprentice everything he knew. Did his apprentice (safe to assume that Palpy is Darth Plageis's apprentice) influence the Midichlorians to create Anikin?

I've thought of that and it could very well be the direction it goes. But if so, why didn't Palpatine or even his master go get Anakin when he was a child to train? I haven't read the book yet, it has a lot more things in it and more detail. Maybe something is told there.

Thats a great point. Maybe because he was a senator it would be a conflict of interest? Or perhaps he had enough clarvoyance to see that He would have a better oppertunity to turn Anikin later in life? (After Padmae gets knocked up).

In TPM, Plapy tells Anikin that he will be following his career very closely.
