Here are some basic rules that I have came up with:
-GM's must have made a significant attempt at re-signing the player
-Players eligible for compensation can be no older 32 & 364 days old entering the following season
-Players eligible for compensation must be coming off a contract/been with the team of/for 2 years or longer; for example, a player signed to a one year contract via Free Agency are not eligible. Also a player traded midseason is also not eligible.
-Players coming off of arbitration years are eligible
-MR's will not be eligible for compensation
-Obviously, a team will not receive compensation should they re-sign the player during the offseason
-I will announce the players eligible for compensation before the rollover
