I'd have to nominate Halladay because he took a team that went 81-81 the year before, 16 games out, and made the world series, had the best record in the majors, and led almost wire-to-wire if I remember correctly.

Then out of fairness to the others you will be Slagathor.
Halladay and HafDawg get my votes for AL and NL GM of the Year, with probably Halladay getting the nod for the league as a whole.

I nominate Porter because Arizona was never expected to compete like they did, nor did they have the talent Toronto had.
Marshall: MILSWANCAs?
Ted: Wait, I can get this. Mothers I'd like to sleep with and never call again.
Barney: Circle gets the square!

Id go with Halladay too if its a league as a whole, while he had more talent. His divison had 4 teams with 89+ wins. While i got by on a bulpen led by Alonso Tostado (5-5-8) and Billy Sadler (6-6-6). Halladay, went to from 81-81 to 109 ish wins. I only went from 80 to 94 with a WC and a scare into Philly.

TSSL: Seattle Mariners 2006-2029, Pittsburgh Pirates 2030-present (209-277, 5 division titles w/SEA, 1 championship w/SEA)
No love for the Nationals?
Thanks to 3 key FA signings and 1 trade they finished 2nd in the NL East, only missed the playoffs by a couple of games, and that after placing last 7 straight years and never cracking 70 wins in each of the last 4 years.

If we are still voting:
AL: Halladay AL Champ enough said
NL: Porter- He took over a franchise that had nothing and made it a playoff caliber team.
HollywoodLeo: You and Kingdom always annoy me
"Oh, don't mind me, I'm rebuilding now" then you win at least 80 games
