Well after reading what you said and what i wrote about what I do in recruiting it occured to me that I was refuting my own arguement. It is actually a benefit that those 10% want to be here and that the FO knows this, not a detriment, because they can use that as leverage in their negotiations and approach knowing that if someone doesnt want to come here because the money isnt good enough, then someone of the same caliber or maybe even better is probably standing right outside the door and will come at a reasonable price because they want to be in a beautiful city working for a great organization, and will take less to attain that.
This is one of those experiments where it helps to think your way through it before responding, which I didnt do.
