Most don't get a raise when they fail, regardless of the limitations they are strapped with it's still their job. Jed was hired to do a job, and (while I liked the direction he was heading) he didn't exactly succeed. Moorad also had Byrnes ready to plug in, so he wasn't exactly in a poor negotiating position needing to cater to Hoyer.
It's easy to point to the end result and blame it on one guy when you don't actually look closely at the factors that led to it.
