Same rules as last time and to clarify the $40 million dollar limit to offers:

If you offered to player X a $10 million per contract, he signed with you, your available amount to offer drops to $30 million.

However, if player X signs elsewhere, that cash becomes available to you again to offer (assuming you have the much money to offer free agents to begin with.)

Any offer on the table also counts against your total you can offer until he either signs (which reduces the money) or signs elsewhere (to which is free to use again.) I am expecting you all to take care of this for yourselves so think about it before you send in offers blindly.
