In 1997, after the Tigers used the first overall pick on fireballer Matt Anderson (who flamed out after a great season as closer for the Tigers), the Phillies chose a promising OF named J.D. Drew. They didn't count on Boras and Drew's greed keeping him from ever becoming a Philly, as they refused to give up 10 million for him. He was drafted 5th overall next year by the Cards, where he was traded to Atlanta, and then signed with LA and Boston in that order.
However, since his first draft was in 1999, it counts.
