A couple clarifications on how this is handled.
1. I'm going to start weighing the previous two seasons of statistics instead of just using this year's performance to make it a better indication of the player's recent playing ability.
2. if the player is borderline in age (34 or 35 ish) and has shown signs of dying (talent drops) he won't receive compensation since most GMs won't re-sign them under those circumstances anyway.

Just curious, where would 2B/SS Mark Sellers fall if I choose to not send him to AAA and let him walk instead?

I plan on completely revamping how FA comp works beginning 2074 (with 2073 free agents)
instead of having arbitrary stat/rating based criteria and a vague determination by myself of whether or not someone made an "honest effort" to extend the player I'm just going to open up any and all free agents to the possibility of FA comp....with key caveats explained below.
Basically, any FA you lose will be eligible for a chance at FA comp....but the catch is you'll have to offer that player a to-be-determined-in-the-future dollar amount (qualifying offer, if you will) in the ensuing free agency and if he doesn't sign with you after you offered him a qualifying offer for whatever level then you will receive compensation for that player based on the dollar amount you offered.
If the player does not like your org then it will be based on the contract amount that he eventually signs for elsewhere. (This is to prevent getting lucky by offering some 1.0 scrub you lost a QO and not getting him by virtue of him not liking your org)
If you do not have the financial room to make FA signings it will also be based on the contract amount he eventually signs for elsewhere. (This is the part that can be abused, so I'll be watching it closely, but I am hoping for honesty here to keep the league fun. Don't be the spoiled apple that ruins it for everybody. If I even think it's being abused [by a buddy offering your scrub a lot for no reason] it could lead to the loss of any and all FA comp if you don't have financial room to sign anyone)
Also, anyone who makes it to the FA scrap heap period will not provide compensation.
