First and foremost, the draft order is going to change beginning the 2048 draft.
1-16 will be all non-playoff teams ordered from worst reg season record to best reg season record
Then 17-24 will be based on where you're eliminated in the playoffs.
17-20: LDS losers, from worst record to best record
21-22: LCS losers, worst record first
23: World Series loser
24: World Series winner
This part is not up for vote. It's how it's going to be. Missing the playoffs with a better record than a playoff team sucks, but it's part of the game and realistic. But this will help mitigate the hit that comes with that.
The part that is up for vote/debate is possible change to the current 6 division format. I'd like to move to a 4 division format with 8 playoff teams (4 per league). This would help minimize the possibility of an 81 win team making the playoffs while a 96 win team stays at home. It could still happen, but the chances are lower.
That being said, I'm going to leave that one up to a league wide vote.
