Meh, you get what you pay for when your front office decides to cheap out on the bullpen.
On the other hand, Ned Colletti's collection of Proven Closers in Brandon League, Brian Wilson, and Chris Perez was yet another example why you should never overpay for relievers.
In short, often there's not a god damn thing anybody can do about a bullpen.

More to the point, take the Astros this year for example. They're always talked about as being most sabermetrically-inclined front office in baseball and sabermetrically-inclined front offices don't overpay for relievers and the Astros won their division last year with Luke Gregorson as their closer and Smoke and Mirrors setting him up. Then, the front office all of a sudden decided to fall into a contrarian trap that they needed a prototypical closer and made the ill-fated trade for Ken Giles to hedge their bet on Gregerson.

When you say there isn't anything anyone can do about their bullpen, what do you suggest is the best way to fix one? Or go about assembling one?

Well, not dropping young arms that are years away from free agency from the 40-man roster and exposing them to waivers (cough...Tolleson...cough) would've been a good place to start.
Kershaw is having back problems again. Oh well, who needs Greinke when we've got the great Brandon McCarthy nearing a return?

Why couldn't the Brewers struggle against Brock Stewart like the Dodgers do against every goddamn rookie pitcher making his major league debut? Fuck it's just not fair.
Seeing Chris Hatcher bat for himself with the bases loaded and the Dodgers down to their final out in the 14th inning makes me wish the Dodgers had a Buck Showalter as manager instead. A noob like Roberts is going to lose the battle of attrition every time.

And they're overworked because the current entire rotation of Trashmir, Ryu, McCarthy, Maeda, and Norris can't make it past the 5th inning or less.
