Because that is what he is getting when he has both Mark Hendrickson and Brett Tomko starting games. So much for all that "pitching depth" that fetters mentioned before the start of the season.

How Mark Hendrickson rates a major league roster spot is beyond me. He looks great for about 2 innings and then loses it. No one knows which 2 innings it will be on any given day, however.
Brett Tomko will likely lose his spot when Schmidt comes back (or Hendrickson -- take your pick).
