How do you rotate an image?

With photoshop. Is it even possible. i don't want a 90-degree turn CW or CCW nor do I want a 180 flip.

I want to be able to rotate an image, text, whatever by say, 30 degrees or maybe 70 degrees. Or if not the ability to turn something to a specific degree, that at least you can manually do it by site. Is it possible to do this with an entire layer or with a single image?

To rotate the canvas: Image-Rotate Canvas-Arbitrary

I am doing that off of the top of my head, so I am not for sure on both (nor if that's what you even wanted.)
