Report: Toronto, Seattle, Quebec City to join Vegas in 2017 NHL expansion - NHL - SI.com
Apparently Las Vegas isn't the only city on the National Hockey League's expansion team radar: Seattle, Toronto and Quebec City will add franchises as well with a target date of 2017, according to a tweet from SportsBusinessNews' Howard Bloom.
Bloom said the four-fold expansion, which would increase the number of NHL teams to 34 and the number of Canadian team to nine, could raise $1.4 billion in expansion fees.

It didn't take long for the NHL to dump cold water on rumors that expansion to Las Vegas was "a done deal."
NHL Deputy Commissioner Bill Daly categorically denied the report, first issued by Tony Gallagher of The Province on Tuesday afternoon.
When contacted via email by SI.com, he echoed his earlier comments to TVA Sports on Wednesday morning.

replace Vegas with Portland and I'm game. Still want Hartford back though. Don't care for a 2nd Toronto team but I'm tired of people bitching.

I think it will be two relocations and two expansion teams rather then four brand new teams. The NHL should be the most affordable franchises to own and operate.
Toronto is pretty much a guarantee to be able to support a new team and should get it for that reason alone. I'm not sure if KC is still an option but that wouldn't be a bad spot.
Out west I'd consider Portland, Seattle, Las Vegas, Utah.
