We shall see, I'm not saying he's going to be the next Drew Brees (also a 2nd rounder) but our wide receivers were such crap that even Aaron Rodgers wouldn't have done much with them. We've added Crabtree, add another in the draft, and hopefully Streater healthy we won't be the worst WR unit in the NFL.
We also replace MJDone and Run DoneMC with Roy Helu and Latavius Murray gets a shot to show if he's the main man.
This year will show better whether Carr is a franchise QB or someone of the ilk of Andy Dalton or we need to move on.
And oh yea... The Vikings apparently want a first round pick and a starting CB for Peterson... Thank God Al isn't in charge anymore... He'd be all over that one.

I think Carr's TD:INT ratio was fluky and will regress hard this season. Yards per attempt is a much better stat, and his were terrible. The argument against him integrates collegiate passing efficiency and rookie NFL passing efficiency. I'll quote an article here:
"[Q)uarterbacks with adjusted yards/attempt (AYA) above nine in their final college season and those with AYAs above six in their rookie year dramatically outperform quarterbacks who fail to reach those respective benchmarks.
At this point you can probably see where this is going so I’ll try to be succinct.
Name Final College Season AYA Rookie Year AYA
Derek Carr 8.7 5.26
Zach Mettenberger 10.7 7.02
So basically, Mettenberger belongs to a group with Robert Griffin III, Russell Wilson, Ben Roethlisberger, Cam Newton, Andy Dalton, Andrew Luck and now Teddy Bridgewaterand Carr falls into a group that’s 15 complete NFL failures and Eli Manning."

I think Winston is a comparable prospect to Eli Manning; I think Mariota is the best QB prospect since Luck but that's a different argument.
To your point about the supporting cast, I agree for the most part; it's been indisputably proven that the quality of a QB's receivers has a direct effect on his production (as a perennial participant in the Flacco>Ryan argument I've gone to this well many times) so I am truly excited to see what Carr can do with Murray/Helu and Crabtree+White/Cooper.
I only have the eye test in which to go on. I know the stats, but I attribute that more to the Raiders having 1 legitimate NFL WR healthy for the entire year.
Jones is the only one in Oakland's normal rotation that would be signed off the street if they were cut tomorrow.
Streater was never healthy and thus never on the field, he was showing signs of being a big play receiver in 2013.
Our coaching staff had 1 run (right up Wisnewski's ass) play and 2 rbs that no one respected and thus Carr was having to try and make perfect passes into very tiny windows.
And as I watched the games and listen to interviews something stuck with me that hadn't been seen in Oakland since Gannon and Gruden left... The "it". I don't know how to describe it but I think Carr has "it".. I don't think he has the physical tools to be an all time great but he has enough tools and smarts to be a very good qb.

I didn't watch a ton of Raiders games, but the coaching staff esp. on offense seemed frustrating and unimaginative. I hope you're right about Carr's "it" factor, but hearing that reminds me of when a Viking fan reposted all these early articles exclaiming how Christian Ponder had that "it" factor. I would love to see the Raiders playing more close games next year, as I'm not particularly attached to any AFC West teams and just want to see more competitive football

Number of teams with at least 8 wins on Oakland's schedule: 9 (good for 13 of 16 games, only teams with fewer Cleveland, Jets, and St Louis)
Number of games that Oakland was within 11 this season... 6 (including both the Super Bowl teams).
Last six games 3-3.
This years schedule:
Division (6 games), NFC North (4 games), AFC Central (4 games), Tennessee (AFC South Last), and NY Jets (AFC East Last).
Still a tough schedule including Green Bay, Detroit, the entire AFC North but I will take this schedule over what we were looking at last year.
