Yes, but that's because it's Tony LaRussa. Any competent manager would be capable of seeing that Lopez has been easily the best SS in the NL this year, and therefore would have chosen him. The fans vote based on names, and the players vote based on past achievement. A good manager will actually pick based on current achievement, and if that were to happen, Lopez would have been a no-brainer. If the fans based their voting on stats, then FeLo would've been the starter without question.
