I assume the guy relieving him is allowing the inherited runs to score. How else do 3 runs score on 1 walks and 3 HBPs? 4 runs on 4 walks and 1 HBP? And so on...obviously, he sucks...but with 0 hits given up and the runs being earned, it has to be a lot of inherited runner scored.

I mean, yes. But to give up 16 baserunners and only get two outs is bad enough.
